It is difficult to pinpoint the exact moment in time a project actually starts. In principle, also 'the idea' could be regarded as the start of the project. We take the view that a project application doesn't start until we have received the application form. As far as we are concerned, the planning marks the actual start of the project, e.g. March = the venue is booked, June = volunteers are sought, July = participants for the workshops are sought, etc.…

The application must have been submitted at least 6 weeks before the project is due to commence. Failing that, you will need to postpone your project to a later date.
